Preregistration Policy

To be considered preregistered, your registration with full payment must be received by July 5. After this date, all registrations must be processed on site.

Cancellation Policy

Notification of cancellation must be submitted in writing. Cancellations received by July 12 will be refunded less a $100 processing fee. No refunds will be made for cancellations after July 12. Delegate substitutions are allowed at any time, but NCCHC must be notified in writing. Registrants who fail to attend the conference and do not notify NCCHC are responsible for full payment.

Conference Learning Objectives

  • Examine the role of correctional leaders (e.g., administrators, physicians) in a correctional setting, including administrative roles, organizing health services, and applying legal and ethical practices
  • Employ process improvement systems such as quality improvement, utilization review and risk management to operate an effective correctional health care delivery system
  • Manage correctional health care staff, including recruitment, retention and supervision
  • Describe strategies for integrating health care services and personnel into a correctional setting

Continuing Education Credit

CCHPs: Certified Correctional Health Professionals may earn up to 15 contact hours of Category I continuing education for recertification.

Nurses: The National Commission on Correctional Health Care is accredited as a provider of continuing nursing education by the American Nurses Credentialing Center’s Commission on Accreditation.
NCCHC designates this educational activity for a maximum of 15 contact hours.

Physicians: The National Commission on Correctional Health Care is accredited by the Accreditation Council for Continuing Medical Education to provide continuing medical education for physicians. NCCHC designates this live activity for a maximum of 15 AMA PRA Category 1 Credit(s)™. Physicians should claim only the credit commensurate with the extent of their participation in the activity.

James DeGroot, PhD, State Mental Health Director, Georgia Department of Corrections

Dr. DeGroot, a licensed psychologist, has worked in correctional mental health for 26 years. He worked for seven years at Georgia's maximum security prison and has been the state mental health director for 19 years. He has testified for the PREA Commission, at NIC hearings and as a defendant expert for state DOCs in federal court. Dr. DeGroot serves on a number of boards and committees that are working to enhance public mental health and public safety, reduce recidivism and facilitate reentry (e.g., the Crisis Intervention Team Advisory Board, Georgia’s Mental Health Planning and Advisory Council, the Association of Correctional Mental Health Administrators’ Administrative Committee and the Georgia NAMI Board of Directors). He is the president-elect of the International Association of Correctional and Forensic Psychology.

Robert Dumond, LCMHC, CCMHC, Diplomate CFCMental Health Program Manager, Merrimack County Department of Corrections / 6th Circuit-District Division-Concord Mental Health Court

Mr. Dumond has served in a number of criminal justice venues since 1970, working as a clinician, senior administrator, victim advocate, researcher, educator, policy maker and national consultant in local, state and federal agencies, both public and private, most notably with the Essex County District Attorney’s Office and the Massachusetts Department of Correction. He has written extensively on sexual assault, prison sexual violence and mental health, contributed language to the Prison Rape Elimination Act, testified on its behalf before the U.S. Senate Committee on the Judiciary, helped to draft the medical and mental health PREA standards and served as a national expert for a number of federal agencies. He also serves on the faculty of Southern New Hampshire University in the School of Arts and Sciences and the College of Online and Continuing Education. 

Deana Johnson, JD, General Counsel, MHM Correctional Services, Inc.

Since graduating from law school in 1993, Ms. Johnson has specialized in representing correctional medical providers and their employers. Cases include claims for state law medical negligence and violations of federal civil rights under 42 USC § 1983. Many cases involve complex medical issues and require multiple expert witnesses to support the care rendered by the providers. Ms. Johnson is actively involved with NCCHC and SCP, including lecturing at seminars and publishing in journals and magazines geared toward correctional health professionals.

Gina Jules, PharmD, R.h., CPh, Director of Pharmacy Services, Armor Correctional Health Services

Dr. Jules received her doctor of pharmacy degree from Florida A&M University in April 2005. Her responsibilities include formulary development and implementation, providing mediation utilization management, serving as liaison with public health agencies and community health providers and directing and assessing clinical programs to ensure adherence to correctional care standards and regulations.

Donald Kern, MD, MPH, CCHP

Dr. Kern started his correctional health care career in 1995, holding positions as site medical director for several prisons in Massachusetts, as an associate state medical director for the University of Massachusetts Correctional Health Program and as the medical director for the New York City jail system. He has been a senior physician surveyor for NCCHC and a member of the NCCHC Board of Directors and the CCHP Board of Trustees. He is also a professor (adjunct) of public health organization and policy in the School of Public Health of the University of Alabama at Birmingham.

William Kissel, MS, CCHP, Assistant Vice President of Mental Health Operations, NaphCare, Inc.

Mr. Kissel has 28 years of correctional mental health and health care experience. He spent 20 years with the Georgia Department of Corrections, including 10 as the director of health services. He has a master’s degree from Suffolk University in mental health counseling and a bachelor’s degree in criminal justice from Northeastern University. He started his career in 1981 as a crisis intervention counselor. He is the Georgia CIT Advisory Board chair and past president and current board member of the NAMI Georgia Chapter. He also is a surveyor for NCCHC.

Sharon Lewis, MD, Statewide Medical Director, Georgia Department of Corrections

Dr. Lewis is responsible for ensuring constitutional-level, cost-efficient inmate physical health care and administrative oversight for clinical programs, including utilization and quality management, medical reprieves and clinical policy. She has more than 20 years of experience in health care and managed care. She received her bachelor’s degree from Howard University, medical degree from Meharry Medical College and postgraduate training at the University of Texas, where she was an assistant professor. Dr. Lewis is board certified in pediatrics and is a fellow in the American Academy of Pediatrics, a diplomat of the American Board of Quality Assurance and Utilization Review, a member of the American College of Physician Executives and certified in health care quality and management.

Rebecca Lubelczyk, MD, FSCP, CCHP, Medical Director, MCI-Norfolk, MHM Correctional Services, Inc.

Dr. Lubelczyk is the president-elect for the Society of Correctional Physicians. She discovered correctional medicine during her general internal medicine residency at Brown University. After graduation in 1999, she did a general medicine fellowship focusing her research on infectious diseases in corrections. In 2001, she joined the Massachusetts state prison staff and is now a medical director for MHM and a clinical associate professor of family and community health at the University of Massachusetts Medical School in Worcester. By mentoring students and lecturing at national conferences, she strives to further academics in the correctional setting and distinguish correctional medicine as a viable career choice.

Linda McFarlane, LCSW, MSW, Deputy Executive Director, Just Detention International

Ms. McFarlane directs JDI’s programs related to mental health care, vulnerable populations, training of corrections staff nationwide and education for prisoners. She is also involved in all state-based advocacy work for JDI and serves on the California Prison Rape Elimination Commission. She supervises JDI’s survivor outreach program, including responses to and advocacy on behalf of sexual assault survivors across the United States. Since the beginning of her career, she has worked with sexual assault survivors. She has a master’s degree in social work and a bachelor’s degree in psychology from the University of Michigan.

Rick Morse, MBA, CCHP, Director, Corrections Health ServicesMiami-Dade County Department of Corrections

Mr. Morse is an experienced manager of large jail and prison medical systems. He has extensive experience with regulatory compliance and has assisted numerous sites in achieving NCCHC and ACA  accreditation. While serving in the Air Force, he managed the internal inspection program and Joint Commission preparations at Wilford Hall USAF Medical Center, a (then) 1,000-bed teaching hospital in San Antonio. He received the Turnaround of the Year award in 1993 for financial and medical operational improvements in the Baltimore City Detention Center, a Maryland DOC facility, approximately 17 months after being taken over by the state DOC for numerous deficiencies. He has an MBA in health care administration from Oral Roberts University and a bachelor’s in health education from Plattsburgh State University, and was trained in health services administration at Sheppard Air Force Base.

Becky Pinney, MSN, CCHP-RN, Sr. Vice President, Chief Nursing Officer, Corizon

Ms. Pinney’s career in corrections started in 1991 when she became the director of nursing for Powhatan Correctional Center in Virginia. In 1995, Ms. Pinney joined the Corizon team as regional director of nursing for the Georgia region and through the years she has demonstrated her excellent leadership ability in a variety of clinical and nonclinical roles within the company. Most recently, she served as senior vice president of metropolitan corrections, where she had operational leadership responsibility for Corizon’s large jails (Rikers Island, Philadelphia and Fulton County). As chief nursing officer, Ms. Pinney serves as a leader, role model and mentor for the company’s nursing leadership and provides vision and direction for nursing throughout the organization.

Matissa Sammons, CCHP, Director of Certification, NCCHC

Ms. Sammons has been with NCCHC since 2005 and oversees all activities associated with the CCHP, CCHP-RN and CCHP-A programs. She works with various groups to determine the needs of the field for specialty certification programs and is now guiding the mental health task force to develop the new specialty certification for mental health. Ms. Sammons earned her degree in psychology from Loyola University Chicago. Before working at the National Commission, she held positions in psychiatric social services and industrial/organizational psychology. She also has worked as a contractor in psychometric testing and has provided test administration, assessment and interpretation for numerous psychological tests.

Nicholas Scharff, MD, MPH, Chief of Clinical Services, Pennsylvania Department of Corrections

Dr. Scharff practiced internal medicine in Philadelphia at Pennsylvania Hospital for 27 years, completing an MPH degree during the last three. In 2004, he left that practice for the Pennsylvania Department of Corrections, where he is now chief of clinical services. Dr. Scharff emphasizes responsiveness, frequent visiting and objective, data-driven quality measurement in managing the health care system and has developed repeatable measurement tools to describe deficiencies and to motivate and document change in practice behavior.

Ronald Shansky, MD, MPH, FSCP, Consultant, Former Receiver, Washington D.C. Department of Corrections

Dr. Shansky has been a consultant in correctional medicine for 25 years and was the federal court-appointed receiver for health services at the D.C. jail. He is board certified in internal medicine and quality assurance. Dr. Shansky is a former member of the NCCHC Board. He is a fellow of the Society of Correctional Physicians and was its first recipient of the Armond Start Award of Excellence in Correctional Medicine. He served on the NCCHC NIJ expert panel on chronic disease, as well as the task force that updated the standards for prisons and jails for both the NCCHC and the American Public Health Association. He is associate editor and contributor to the textbook Clinical Practice in Correctional Medicine. Dr. Shansky was a surveyor for the Joint Commission on Accreditation of Healthcare Organizations and is a surveyor for NCCHC.

Steven Shelton, MD, CCHP-A, Medical Director, Oregon Department of Corrections Health Services

Dr. Shelton has been practicing correctional medicine since 1983. In 1993, he became medical director for the Oregon Department of Corrections. In this capacity, he has been instrumental in the changes and growth of the Oregon DOC health care system from five individual prisons, run by superintendents with inmates doing X-rays to a centralized system of managed care serving 13,600 inmates in 14 facilities. He has led all of his facilities to become NCCHC accredited. Dr. Shelton has long been an active participant in NCCHC and SCP, including regularly lecturing at conferences and being an NCCHC accreditation surveyor and past president of SCP. He also has been court monitor for a jail system and contributor to correctional publications.

William Teel, Corrections Lieutenant, Las Vegas Metropolitan Police Department

Lt. Teel is dedicated to the administrative oversight of 245 five team members on four shifts. He has progressed within the department over the past 15 years and is now responsible for fostering and promoting the department’s goals by demonstrating the department values, overseeing the operation of multiple shifts and monitoring the effectiveness and efficiency of workloads, analyzing information and recommending improvements. He maintains a cohesive staff and looks for opportunities to coach, mentor and develop. He monitors budget expenditures, looking for innovative ways to minimize overtime expenses, and oversees the medical vendor contract.

Tracey Titus, RN, CCHP, Manager of Accreditation Services, NCCHC

Ms. Titus served as a staff nurse and nurse manager for a county jail for 18 years. She has been a surveyor and lead surveyor for NCCHC since 2008 and has been on the board of directors for the Academy of Correctional Health Professionals for three years. Ms. Titus was responsible for preparing her jail health system for accreditation, implementing electronic health records and training security staff in health-related issues. She is also a certified instructor for the Indiana Law Enforcement Academy. In her current duties as manager of accreditation services, she is responsible for all activities involving facility accreditation.

Jeffrey Traczewski, MBA, CCHP, Vice President of Market Development, Correct Care Solutions

Mr. Traczewski has been a health care executive for more than 25 years, with more than 20 years of experience managing health care teams. Prior to joining Correct Care Solutions in 2009, he held positions with several health care companies, including executive vice president with Cardinal Health, strategic director of women’s health care for HCA and oncology product manager for Zeneca Pharmaceuticals. Mr. Traczewski received his bachelor’s degree in business administration from the University of Louisville. He also has a master's degree in marketing from Western New England College.

Ronald Wiborg, MA, MBA, CCHP, Senior Analyst, Creative Government Solutions

Mr. Wiborg has more than 37 years of experience in single and multicounty corrections/criminal justice management, evaluation and analysis. He is a consultant to the National Institute of Justice and the Office of Justice Planning. He previously worked for the Hennepin County Department of Human Services and Public Health and the Hennepin County Department of Community Corrections. He was the director of community corrections for Blue Earth County for 10 years. He represents the National Association of Counties on the NCCHC board of directors. He has been active in several steering committees of the National Association of Counties and served as president and member of the board of directors of the Minnesota Association of Community Corrections Act Counties.

Todd Wilcox, MD, MBA, CCHP-A, Medical Director, Salt Lake County Jail System

Dr. Wilcox is the medical director for the Salt Lake County Jail System, where he has worked for 17 years. He led that jail system through a transformation when he first arrived that culminated in the system being removed from probation as well as being awarded NCCHC’s Facility of the Year award in 2001. He oversees all of the health care processes in the jail system and has worked extensively with other jurisdictions as a consultant and expert. He is active with NCCHC as a frequent speaker at national conferences and he is a board member of the Society of Correctional Physicians. He is an adjunct professor of medicine at the University of Utah and is on the admissions committee for the School of Medicine.
