Infection Control Program

This essential standard promotes public health hygiene
in the correctional environment. This standard remains
basically the same and addresses issues relating to
infection control under eight compliance indicators.
Reference is made to standard precautions, which
have replaced the former universal precautions in the
field. Recommendations beyond basic compliance include a
separate infection control committee for facilities
whose ADP is greater than 500 and interface of the
facility’s sanitation program regarding animals housed
in the facility with the infection control program. |

Environmental Health and Safety

An intent of this essential standard is that the health
of inmates, staff, and visitors is protected through the
maintenance of a clean and orderly facility and remains
basically the same. Clarification is given, however,
that while the environmental program must include
ongoing attention and focus on the seven areas noted
(inmate housing, laundry, housekeeping, pest control,
risk exposure, inspections, and staff safety), specifics
of how to achieve compliance in each as given are
recommendations and general expectations, not absolute
requirements. |

Kitchen Sanitation and Food Handlers

The intent of this important standard is to ensure that
a sanitary kitchen and proper food storage, handling,
and preparation contribute to a healthy inmate
population. The elements of this standard remain
basically the same as in previous versions.
Clarification is given that both medical clearance to
work in the kitchen and a daily check of all kitchen
workers for illnesses transmissible by food or utensils
is required. |

standard is no longer necessary given the health staff
and emergency services available to the jails. However,
jails are free to require it at their facility should
they deem it necessary.) |

Ectoparasite Control

This important standard promotes proper ectoparasite
control. NCCHC continues to recommend that only infected
inmates be treated. It is, however, acceptable, should
that be the decision of the responsible physician, to
use OTC preparations on all incoming inmates providing
consideration of contraindications is done. |
