NCCHC Standards: A Summary Guide to the Revisions

2003 Standards for Health Services in Prisons
2003 Standards for Health Services in Jails
2004 Standards for Health Services in Juvenile Detention and Confinement Facilities

General Changes in Format

The previous editions presented the standards in a format using:

  • "Standard" — the what and how compliance is generally achieved

  • "Discussion" — elaboration on the intent, background information, recommendations and alternate ways to achieve compliance.

In the latest revisions, the format has been revised as follows:

  • Standard — the "what" and essence of the standard itself

  • Compliance Indicators — the "how" and usual way compliance is achieved (general expectation for accreditation)

  • Discussion — the "when and where," further elaboration on ways of meeting the standard and additional background information

  • Recommendations — the "more," suggestions for best practice concerns and ways to expand beyond basic requirements

  • In addition, the Intent — the "why" and reason for the standard — is articulated as the first sentence of the Discussion

Revised numbering system:

  • First letter represents the version (P = prison, J = jail, Y = juvenile facility)

  • Next letter represents the section (A - I)

  • Numbers represent the order of the standard in the respective section

Performance Measures (Juvenile Standards only)

For seven juvenile standards (listed below), Performance Measures require the facility to track aspects of actual practice regarding effectiveness and/or safety of the processes addressed by the respective standards. These internal quality improvement activities will be reviewed during the on-site survey and findings will be included in the accreditation reports. However, the activities will not be part of the accreditation decision-making process except where the issue is already addressed by a compliance indicator of the respective standard.
